Government has released its 40-point action plan for the next quarter. Of the 40 actions in the plan, we found 13 that directly impact on the work planners are doing in New Zealand. Planning is certainly in the spotlight.

The 13 actions include various steps toward replacing the RMA, including action point #9 “Take Cabinet decisions on work programme to replace the RMA with a system premised on the enjoyment of property rights.” Other RMA actions include taking Cabinet decisions on the scope of RMA and National Direction amendments to “unlock development in infrastructure, housing, and primary industries, and drive a more efficient and effective resource management system”, pass the bill to extend the duration of marine farms, take Cabinet decisions on “the final design of the Government’s one-stop shop consenting and permitting scheme, incorporating sensible changes suggested through the select committee process” (AKA fast-track approvals), and gazette amendment to the NPS-Highly Productive Land that were consulted on last year.

Also in the mix are plans to pass the second Water Done Well Bill, the establishment of a National Infrastructure Agency and the opening of the Regional Infrastructure Fund, release the 2nd Emissions Reduction Plan, develop a framework for city and regional deals, and time of use congestion charging.
