The Alfred O. Glasse Award is made in recognition of outstanding services to planning by non-planners.


This year’s winner is:

    • Liam Foster



    Liam Foster holds the position of Kaiarataki Hangarau – Wai (Technical Principal – Water) at WSP and is a Fellow of the Chartered Instituted of Water and Environmental Management (CIWEM).

    He has 20+ years’ of local and international experience in water cycle and strategic water policy and planning. Prior to relocating to New Zealand in 2014, he spent 10 years working in the UK and internationally, specialising in sustainable water management, surface water and flood risk management.

    Contribution to Planning


    Liam’s work exemplifies the increasing need to bring together water resources and flood risk management, particularly through planning processes. He actively contributes his technical expertise, not just at the planning stage, but through research and authoring publications on a range of important water-related topics.

At the heart of his approach is treating people with respect and dignity, valuing their opinions and thoughts and sharply focusing on collaboration - all critical attributes to achieving good outcomes.

    As a non-planner, his achievements to planning have had, and continue to have, a strong influence on making a transformational shift in how urban areas are planned, designed and constructed. “
