Since joining Greenwood Roche in November 2014, Rachel has assisted in advising private and public sector clients on all aspects of the planning and consenting of large scale development projects, including through standard Resource Management Act 1991 processes, purpose built urban regeneration legislation (the Greater Christchurch Regeneration Act 2016 and the Christ Church Cathedral Reinstatement Act 2017), and the COVID-19 Recovery (Fast-track Consenting) Act 2020. She was also seconded into Christchurch’s “urban development authority” for a number of months, providing advice on various planning and administrative law matters including the Official Information Act 1982.

RMA Reform

After 30 years of operation, and countless debates, reviews and amendments, the RMA will be repealed and replaced with a new regime of environmental management, comprising three separate pieces of legislation. This session will provide an overview of that reform – what it is seeking to achieve, how it might differ from the RMA, and some of the opportunities and challenges that it might pose for our natural and urban environments.
