Moayad Shammut is a PhD candidate in the School of People, Environment and Planning at Massey University. He received his MSc in Transport Planning and Management from the University of Westminster, London in 2018, and his BSc in Civil Engineering from Jordan in 2016. His PhD research looks at the future of autonomous vehicles in New Zealand by placing considerable focus on the interface between technology, social acceptance, and policy making.

Planning for Automated Mobilities

Autonomous vehicles have the potential to achieve environmental, social, economic and road safety benefits. However, the deployment of autonomous vehicle is often influenced by planning institutions as a result of policy formulation and implementation. Together we explore the political-institutional influence of autonomous vehicles future deployment in New Zealand through addressing the challenges of integrating policies specifically for autonomous vehicles.

The development of a goal-based regulatory approach to accommodate autonomous vehicles is a further challenge due to uncertainty of social and market acceptances in New Zealand. Therefore, together we will explore how the central government have adopted the ‘politics of time’ strategy which used uncertainty as a tool to slow down the policy process that relates to autonomous vehicles.
