Jon Richards is a planner with over 30 years’ experience operating in the United Kingdom and New Zealand mainly with a focus on policy and major project delivery work for government agencies, district, unitary and regional councils. Jon is a director and co-owner of Isovist ltd who for the last 9 years have been providing online planning tools (such eplans, online submissions, and online consenting systems) in New Zealand and Australia. Isovist Ltd has developed e-plans for approximately 50% of New Zealand councils.

Online Planning Tools, where we are heading and the reform of the Planning System

Online planning tools can increase the efficiency of the planning system and are becoming more common in the industry. Emerging technology helps to identify the current best practise of planning and acknowledge the advantages and disadvantage (if any) of using planning technology.

Together, we will delve into the reform of the planning system where we will discuss planning technology as a key requirement, particularly in relation to E-plans which are being perceived as a key tool to provide for the future of the planning system in New Zealand. By comparing experience with E-plans in New Zealand along with the different approaches used in Australia we will be able to look into the matters that have been impeding the wider use and development of planning technology in New Zealand.

Lastly we will address potential options for how tech delivery can be better addressed in the current resource management act reform.
